Pradhan Mantri Vishwakarma Scheme
To support traditional artisans and craftspeople of rural and urban IndiaUnion Cabinet approves new Central Sector Scheme ‘PM Vishwakarma’ also known as other ‘ PM Vikas Yojana’ .Ministry of Micro, Small & Medium Enterprise is the nodal ministry of the PM Vishwakarma Yojana.
The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi approved a new Central Sector Scheme “PM Vishwakarma” on occasion of Vishwakarma Jayanti, with a financial outlay of Rs.13,000 crore for a period of five years (FY 2023-24 to FY 2027-28).
Objectives:

• To preserve and promote the rich cultural heritage of traditional crafts.
• To assist artisans in transitioning to formal economy and integrating them into global value chains.
• To strengthen and nurture the Guru-Shishya parampara or family-based practice of traditional skills by artisans and craftspeople working with their hands and tools.
• It aims at improving the quality, as well as the reach of products and services of artisans and craftspeople and to ensure that the Vishwakarmas are integrated with the domestic and global value chains.
How people will get benefit?
The scheme will provide support to artisans and craftspeople of rural and urban areas across India
The artisans and craftspeople will be provided recognition through PM Vishwakarma certificate and ID card,
The eligible beneficiaries (Vishwakarmas) would be registered free of charge through Common Services Centres using biometric-based PM Vishwakarma portal.
Provide credit Support upto Rs.1 lakh (First Tranche) and Rs.2 lakh (Second Tranche) with a concessional interest rate of 5%.
Rs. 500 per day , A stipend of will be provided to trainees selected for training under Pradhanmantri Vishwakarma Kaushal Samman Yojana.
Further this scheme will provide Skill Upgradation, Toolkit Incentive, Incentive for Digital Transactions and Marketing Support.
Multiple implementation activities planned under the scheme includes identification & verification of beneficiaries, their mobilization for skill up-gradation training.
To enable them to move up the value-chain.
• Eighteen traditional trades will be covered in the first instance under PM Vishwakarma.
These trades include :
(i) Carpenter (Suthar);
(ii) Boat Maker;
(iii) Armourer;
(iv) Blacksmith (Lohar);
(v) Hammer and Tool Kit Maker;
(vi) Locksmith;
(vii) Goldsmith (Sonar);
(viii) Potter (Kumhaar);
(ix) Sculptor (Moortikar, stone carver), Stone breaker;
(x) Cobbler(Charmkar)/ Shoesmith/Footwear artisan;
(xi) Mason (Rajmistri);
(xii) Basket/Mat/Broom Maker/Coir Weaver;
(xiii) Doll & Toy Maker (Traditional);
(xiv) Barber (Naai);
(xv) Garland maker (Malakaar); (
(xvi) Washerman (Dhobi);
(xvii) Tailor (Darzi); and
(xviii) Fishing Net Maker.
Bharatiya Mazdoor Sangh has welcomed this decision wholeheartedly. Pradhan Mantri Vishwakarma Scheme will provide confidence, recognition, and hope to these workers. On an average 21 crores population of workers engaged in this sector. With the help of this scheme Artesian can produce quality products with their skills, experience, practical knowledge and can now get a fair price for their products.
Out of 30 lakh families do belong from 164 backward classes are expected to be covered and are going to take benefits of PM Vishwakarma Yojana. Tenure of 1st phase loan is 18 months ,Tenure of 2nd phase loan is 30 months and Incentive of Rs. one per digital transaction will be provided.The Ministry of Tribal Affairs, would provide active support for implementation of the scheme for the wellbeing of the Vishwakarmas.
