Structure of Question Paper

The following are the important features of the UPSC Mains General Studies Paper-IV – Structure/ General Studies IV paper:

  1. The paper consists of twelve questions with these divided into two sections. Before 2018, there were fourteen questions, though now the complexity has been increased and the number of questions has been reduced.
  2. All the questions are compulsory.
  3. The questions are of 10 marks and 20 marks depending on the length of the answer required. The 10 marks questions need answers within 150 words while the 20 marks questions need answers within 250 words.
  4. The total marks allotted to this paper are 250 marks.
  5. The questions are of two types:
    • Direct concept related questions which test the candidate’s understanding of ethical issues and concepts related to integrity and aptitude (125 marks)
    • Case studies which test the candidate’s application of those concepts to situations involving the candidate and other stakeholders such as politicians, pressure groups, the public and other people (125 marks)
  1. This paper is the most variable of the four General Studies Papers and the nature of questions differ widely from year to year. Candidates should familiarise themselves with the syllabus, and the last few year’s patterns as well.

TARGET GROUP

Students who do not want to attend coaching classes or have done their coaching classes but are in urgent need to undergo transformation and mentoring. NATURE OF THE SECTION AND ITS EXPLANATION

The course sequencing is not per the syllabus. This is done to provide concept to the candidates. If the candidates follow the one topic after another as per the syllabus they will never follow the concept. Hence the sequencing and reordering has been done to students benefit

TOPIC EXPECTATION OF UPSC HOW TO PREPARE/TRAINING REQUIRED
1.       Ethics and Human Interface: Essence, determinants and consequences of Ethics in human actions; dimensions of ethics; ethics  in private and public relationships. Human Values – lessons from the lives and teachings of great leaders, reformers and administrators; role of family, society and educational institutions in inculcating values. BE A Civilized human beings, believing in value loaded solutions to administrative problems.

Through this paper Ethics, Integrity and Aptitude UPSC is testing the aspirants about the ethics and other dimensions of ethics. An administrator’s professional conduct must conform to an ethical code of behavior, and the code must set high standards for all administrators. They provide  professional leadership in every field of their career. This responsibility requires the leader to maintain standards of exemplary professional conduct while recognizing that his or her actions will be viewed and appraised by the society, professional associates and various government bodies. They commit to serving others above self. Accepts responsibility and accountability for one’s own actions and behaviours. Fulfils all professional duties with honesty and integrity and always acts in a trustworthy and responsible manner.

The students are required to understand the basic concept of ethics, emotional intelligence, probity etc and also be  able to apply them at the work place. The rules of work is changing. We are being judged by not just how smart we are but also how well we handle each other and ourselves. Emotional Intelligence Quotient (EQ) is increasingly relevant to organizational development and developing people, because EQ principles provide a new way to understand and assess people’s behaviours, management styles, attitudes, interpersonal skills, and potential.

The future administrator must have the ability to resolve conflict through management, negotiation, Compromise, bargaining, competition, threat?

Understanding the theoretical  concept of ethics, integrity, attitude, probity, emotional intelligence etc and the application of the concept.  The students will be taught the theoretical concepts by lectures, PPTs, case studies, group discussion, debates and role plays etc.

The topics will be more related to the realisation in the candidates rather than a theoretical training.

3.       Aptitude and foundational values for Civil Service, integrity, impartiality and non-partisanship, objectivity, dedication to public service, empathy, tolerance and compassion towards the weakersections. Same as above along with development of Balance of perception, Response to a problem. Understand Accountability, and prejudice management Same as above. Additionally Response perfection, Seeing what is there rather than what they want to see.
4.       Emotional intelligence-concepts, and their utilities and application in administration and governance. Same as above along with development of Balance of perception, Response to a problem. Understand Accountability, and prejudice management Same as above. Additionally Response perfection, Seeing what is there rather than what they want to see.
5.       Contributions of moral thinkers and philosophers from India and world. Varied personalities and their influence, particularly those who are associated with some problem solving, who have been leaders who have shaped the outcome of real world. This will include Gandhi, Martin Luther King, Mao Tse Tung etc. Same as above. Additionally the  candidates will be required to understand Response perfection, Seeing what is there rather than what they want to see.

Plus the student will be required to do a lot of Contemplation.

6.       Public/Civil service values and Ethics in Public administration: Status and problems; ethical concerns and dilemmas in government and private institutions; laws, rules, regulations and conscience as sources of ethical guidance; accountability and ethical governance; strengthening of ethical and moral values in governance; ethical issues in international relations and funding; corporate governance. Post Script- General Directions after Course

  • Command over the concept of the topic is important for understanding how to answer questions.
  • Student must be able to present knowledge of the concept being asked.
  • Interpretation and understanding of the question that will be interdisciplinary will be equally significant..
  • Presentation should be in good legible writing as well as using a lot of terminologies:
  • Use of maps, flowcharts and diagrams are a must, and the diagrams must be correct.
  • Adherence to word limit is advised.
  • For answer writing and tricks and techniques, the candidates are suggested to go first complete the course and then go for QIP.
