INTRODUCTION
India’s own local governance system can save the villages in a pandemic like covid-19
Local governments were designed with the purpose of creating order in ways that serve the general public democratically. This democratic decentralisation has lead the government to reach even the last village in the county and ensure its proper functioning. The people elect their representatives who work according to wishes and requirement of the people at the grassroot level.
Apart from ensuring good governance these representatives are also responsible for ensuring good health and welfare of the people they represent. In the ongoing condition of the pandemic, these representatives must encourage their constituents to actively participate in the civic matters and to take part actively in the nationwide war against the pandemic. The local government should ensure that the information has reached even the last mile.
ROLE OF LOCAL BUREAUCRACY
The governance in our democratic setting requires effective communication between the administrators, elected officials and the citizens in order to determine the true meaning of local bureaucracy. The people need to be administered at the grassroot level for the proper functioning of a federal state.
Thus, the concept of cooperative federalism becomes important. According to this concept of federalism, the state and the local governments interact cooperatively and collectively to solve common problems rather than making policies separately. Both the state and local governments in India must work constructively through cooperative federalism which has become of utmost importance in today’s pandemic crisis.
MEASURES TO BE TAKEN BY THE LOCAL GOVERNMENTS AND ADMINISTRATORS

USE TECHNOLOGICAL TOOLS
- The State governments can develop mobile applications to track down the lockdown activity within their states and the local bodies can ensure its proper functioning and discipline.
- The administrators of the district can interact with the people using WhatsApp groups and ensure that no fake news is being spread.

BHILWARA MODEL COVID-19
The ‘RUTHLESS CONTAINMENT’ method adopted in Bhilwara, Rajasthan have succeeded in breaking the chain of the COVID-19. They adopted an aggressive “all down curfew” with even the essential services being curtailed. The role of the local bodies is commendable here in ensuring the disciple of the district.

ENSURING TRANSPERANCY
The local governments should be transparent in their policies and programs so that the people are aware and panic is not created in a situation of emergency.

The 73rd amendment led to the establishment of the Panchayati Raj Institutions with the aim to make democracy functional at the local level. In the situation of health crisis in today’s world there is a need to empower these institutions to care the common as well as the down trodden strata so that the last mile delivery of administration is ensured.
