Why in the news?
Article 99 of the UN Charter was recently invoked by Secretary-General Antonio Guterres of the United Nations (UN).
The purpose of this action was to alert the UN Security Council because of the threat posed by Israel’s activities in Gaza. This action is intended to highlight how urgent it is to stop a significant humanitarian catastrophe from occurring in the region.
What is Article 99 of the UN Charter?
- Article 99 States that “Any matter which in his opinion may threaten the maintenance of international peace and security may be brought to the attention of the Security Council by the Secretary-General.”
It is seen as a discretionary power.

It enables the Secretary-General to draw attention to important matters and, when called upon, calls for the Security Council’s consideration.
Previous instances include the unrest that followed Belgium’s colonial control in the Republic of the Congo in 1960 and Tunisia’s 1961 complaint against France.
